Leadership Team Minutes - March 13, 2019

Schedules: Discussion about what kinds of schedules to adhere to across the system. Operational needs are the priority for setting schedule. The earliest start time for departments who don’t have an outstanding need (such as MTC, SEC, etc.), will be 7:30 AM, and the earliest “closing” time for departments will be 4:30. Based upon staffing levels and need, departments may open as late as 8 AM, and/or stay open until 5PM. Once settled by department, hours will be posted on the Intranet. Each department will set a voicemail that indicates hours using standard language to be determined by MaC.
Front-line staff should not enter the buildings prior than 15-minutes before the start of their shift (7:45 for an 8AM shift, etc.).
Addendum 3/20/19 (Mark Schuster) - The background for the decision about staff access to the buildings is that Security, MTC, IT, etc., strive to be in the building before the earliest staff arrival to be ready to assist staff both at DN and across the system. These situations are not using our resources to put customers (both internal and external) first, based on our standard operational hours. Standardizing departmental and staff access will streamline and clarify the scheduling needs of these supporting departments.
Computer Access during bans, etc.: Currently banned customers have access to online resources and public computers. Different services use different types of authentication, but efforts will be made toward being able to restrict access to computers and online resources for banned customers. It may not be possible to separate banned from over threshold. Anne will determine what computer and resource restrictions are possible in general, and if the distinction between banned and over threshold is possible.
Organizational Culture: Discussion was had about the organizational culture and potential different approaches to sharing impactful information with the Commission.

I am concerned about this. I live on the completely opposite side of town from the library I work, and I am consistently early, usually earlier than 15 minutes before start of my shift. I never know how long my commute will be depending on the traffic, weather, and road conditions, so I leave my house early. If this rule is implemented, would employees be required to wait outside in their cars until 15 minutes before their shifts? Also, I know someone who takes the bus to work. Would they be required to stay outside and wait in whatever weather condition is currently happening (snow/ice/rain/etc)?
I'm not certain how many other employees would be affected by this, but I wanted to let you know how it would affect me and others at my library. Thank you!

It sounds as if the decision has already been made but I would like to add my concerns. I have no problem waiting in my car before hours but there are times I have to get a ride to work and must arrive a few minutes before the time frame allowed. The parking lot is usually empty and I would not feel safe standing outside by myself. If our safety is the priority then why would I have to wait to enter? The alarm would be sounding and alerting authorities if something was amiss. Going into a secure building is much better than being outside alone. This may not be an option but maybe the security schedule needs to be addressed so they would arrive a bit earlier if they are expected to escort us.
I agree with Julie. I, also have to carpool sometimes. My husband works Downtown and he has an older car, which sometimes has issues, for instance, during the winter his defroster wasn't working. He can arrange to come in at 8 a.m. but since my work is at Warr Acres I must be dropped off at around 7:00 a.m. While I realize my car is not the employer's responsibility I don't feel safe standing outside for 45 mins. in all kinds of weather....rain, snow, extreme heat. I do know of at least one other employee that takes the bus to work and I have a coworker who also has to drive across town and must leave early. It would be nice to, at the very least, allow us to enter the building if another coworker shows up. I was under the impression that the company's position is trust in us and by us. Isn't that one of our core values?
The purpose of these discussions was to begin talking about making the best use of our resources in our scheduling. (Library Customers First, Integrity and Trust In Us and By Us) I don't believe that the Public Services Leadership Team, Library Managers or other groups have even discussed yet to provide feedback. Please share your concerns with your manager so that they will be prepared when the topic arises at their next meeting. Until we have all the feedback and are able to finalize times for facility access, it is still up to the manager to ensure that they are making the best use of resources.
For safety, we have always asked that there be a minimum of two people in the building. That is why there are always at least two scheduled to clear book drops on holidays and at least two to stay late for an unattended child.
