Wage/Salary Increase Proposal
Leadership Team members discussed the issue of how and when to award wage/salary increases for FY2017-18. The process used in the previous year included a freeze of all increases from July - September, and this was generally disliked by all. It also would not provide a transition path to the single common appraisal that will drive performance increase in the future, which is expected to be part of the new performance management system (due later this calendar year).
The group worked through a proposal that will be shared with staff immediately (see attached) and presented to the Commission for approval at the June 16th meeting. The proposal will guarantee all employees a raise and will eliminate the use of the legacy performance appraisal system and methodology (which is both inaccurate and cumbersome) until the new system is in place.
The Commission will be asked to suspend or remove language in SH 110 -- Salary Administration (under the first bullet of Performance Awards). Additionally, Library Administration will ask that SH 400 - Performance Appraisal, which stipulates that all new employees will be appraised within six months of hire, be suspended until the new performance management system is implemented.
Kay indicated that she will communicate this change to the library managers at their meeting on Thursday, June 8th. All members of the Leadership Team agreed to share the information with their staff as well. The group anticipates questions, and will answer them quickly and as completely as possible.
Alignment Updates
Tim and Michele discussed the next phases of the Alignment. Interviews for the System-wide Children's, Teen, and Adult Managers positions are under way, and Tim hopes to announce appointments soon. Two meetings are scheduled for Monday, June 12th to discuss physical moves to staff teams in the Downtown Library and the Service Center. Not all staff in those locations will be directly impacted. The complete information about the moves will be shared on the intranet after the meetings.
Updates
- Summer Reading Program is underway. Several libraries have held launch parties that were well attended.
- The City of Bethany approved the final plans and specs for the Bethany Library at its meeting on Tuesday, June 6th. The project will now go out to bid, and the City hopes to move forward with a general contractor on or about July 27th.
- Curtiss reported that the Patience Latting Northwest Library should finally have its monument sign installed this week.
The next meeting is scheduled for June 21st.
