Redlined Procedure for Review: AL 320.1 Responding to Disruptive Conduct

The Procedures Committee for AL 320 Rules of Conduct proposes replacing the current procedures with the following text. We look forward to hearing your feedback.  

 

Proposed New Procedures

To provide an atmosphere that is conducive to the appropriate use of the library’s facilities and services, these procedures provide staff with a means to address the behaviors of members and other visitors that do not comply with the Rules of Conduct.

AL 321.1 Procedures for Petitioners

It is the practice of the Metropolitan Library System to offer designated exterior space to allow lawful gatherings, signature-gathering or demonstrations. These outdoor spaces are not considered meeting rooms and are not subject to the Library’s meeting room policies.

AL 350.1 Copying of Materials Procedures

Procedures

  1. Library staff members normally having access to copying machines or printers will familiarize themselves with the copyright law. Staff is also required to know, or be able to refer to, basic criteria of "fair use," among which are the following:
    1. The copy must be used for private study, research or scholarship, and must not be used, either directly or indirectly, for commercial profit.

AL 350 Copying Of Materials

Background

The copyright law of the United States (Title 17, U.S. Code) governs the making of photocopies or other reproductions of copyrighted material.  The law specifies that any photocopy or other reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a person makes or later uses a photocopy or other reproduction for purposes in excess of "fair use”, that person may be liable for copyright infringement.

In our commitment to a healthful, comfortable and productive environment for employees and the general public, the Library System follows Oklahoma Statutes concerning restrictions on smoking.

AL 330.1 Procedures for Unsupervised Children in the Library

These procedures enforce the library policy to ensure that the responsibility for the safety and well being of children using the facilities of the Metropolitan Library System rest with the parent/guardian or assigned caregiver, and not with the library personnel.

Background

Public libraries are public buildings that must be open to all persons who abide by basic, established rules of conduct. The Metropolitan Library System strives to provide safe and welcoming libraries for customers of all ages and wants children to use its facilities and services. However, the safety of children left alone in a library building is a serious concern of the library staff. Children in the library should always be accompanied by a parent/guardian or assigned caregiver.
