Library Cardholder Responsibilities
- The account holder agrees to abide by library system policies and accepts responsibility for fines or other charges resulting from the card’s use.
- The card is to be used only by the person named on the account.
- Exception: The account sponsor may use an account to borrow materials for the person named on the account.
- The card is valid at all Metropolitan Library System agencies. It is the property of the library system and must be returned upon request.
- Responsibility for the choice of materials borrowed rests with the person named on the account and not with the Metropolitan Library Commission, the library system, or its employees.
- Members who lose their library card or change their address should notify the library system promptly.
- Members are charged a non-refundable replacement fee of $1.00 per card for “lost” or “stolen” cards.

I had a conversation with a member over the phone the other day who was very upset about a soft block on his card that blocked him from accessing our databases. The only information I could find in the notes of his account that could be about the soft block was that he updated his address online and that he needed to show a photo ID to verify. In his words, he didn't understand why he was being denied library services for trying to save us time by updating his account online. I ended up removing the soft block so he had full access. It makes sense to allow potential members to apply for a library card online, allow them to place holds, and them ask them to verify their identity when they come into the building to pick up those holds. But what about our digital only users? And why allow current members to update their information online if they have to come into a library to verify the change in order to continue using library services? I think we should at least update the warning on the online contact information update form to clarify that access to online resources will be blocked until they've visited a library to verify their ID.
From what I can tell, a soft block does not prevent a member from accessing the databases (or at least the multiple databases I tried accessing from home with a soft block on my account), placing a hold on a physical or digital title, checking out digital titles, or using Zinio. The only digital service I found that a soft block interferes with is Freegal.
I have a foggy memory that CarlX isn't able to allow online changes to one’s email address without a soft block but to not allow it for a telephone/physical address, especially as (historically) those have been the only 2 avenues available to us to contact the member.
