Proposed changes to multiple Human Resources policies

As you may have heard in Kay Bauman’s video update, we are proposing revisions to two Human Resources policies, and adding five new human resources policies. Some of these policies were at the request of the Commission, some from legal counsel, and some from an operational need. They will go to the A&P Committee for review next week, but they will not be approved by the full Commission until December 14.
Leadership Team reviewed these policies this week and we encourage you to direct any questions to your supervisor or Leadership Team representative. If you would like to comment on the policies, please do so here, (if you have feedback on the video update format, please comment on the video post).
Some of these policies may go into effect immediately, but others such as Fleet Safety will likely not go into effect for a longer time frame.

I had a clarification question on who is subject to the testing. The draft policy states:
Individuals Subject to Drug or Alcohol Testing
All employees and applicants who have received a conditional offer of employment and who also are required to drive a Library System owned vehicle as a condition of employment are subject to drug or alcohol testing.
The only three positions I could find that list driving a Library Vehicle under their Essential Job Functions are Maintenance Technicians, Delivery Drivers and Book Center Coordinator (Position no longer exists).
Will everyone that is on our insurance as an eligible driver be subject to the random drug testing our will it only be those few that have it listed as an essential job function? If it is everyone that is on our insurance then I would suggest changing the way the policy reads to specifically reflect that. To me the wording "required to drive as a condition of employment" would me it is in their essential job function. If that is the case then it appears only maintenance will be subject to the random drug testing.

All employees that drive fleet vehicles, full-time or on occasion, will be subject to random drug testing. The Job Descriptions for all eligible drivers will be updated to reflect driving fleet vehicles as part of their job duties.
