Beyond the Walls Workgroup

Composition

The Beyond the Walls (BTW) Workgroup will be led by Senior Manager Melody Kellogg, and will include Chief Library Officer Kay Bauman and five Metro staff members who have knowledge of outreach and an interest in developing a definition and scope for the new Beyond the Walls division.

Justification

To finalize the alignment project, a variety of workgroups will be needed. Each workgroup will be tasked with gathering and assessing information and presenting ideas and/or options for accomplishing specific aspects of the alignment project as assigned. This committee will consider staffing, organizational structure, infrastructure support, and services (or product lines or experiences, etc.) for the Beyond the Walls Division. They will submit their ideas to the Project Alignment Committee for consideration.

Timeline

The BTW Workgroup will begin its work no later than Thursday, March 2, and complete its charge by Thursday, March 16. (two weeks.)

Responsibilities/Charge

  • Define the services, product lines, or experiences being offered. For example, what is Books by Mail? Book Center? Community Outreach? What will be considered Large Scale Events to be handled by BTW?
  • Review and recommend any programming or instruction to be coordinated by this new division.
  • Describe how Beyond the Walls could help the system advance its ten initiatives in Library Unbound.
  • Describe how Beyond the Walls could work and who it would serve, taking into consideration any system relationships that need to be maintained or developed.
  • Assess the staff needed to support Beyond the Walls – FTE and specific jobs, considering whether there are there enough staff to operate BTW or if there are more staff than needed.
  • Review the draft organizational chart and determine how well it supports the expected needs and outcomes being recommended for Beyond the Walls.
  • List the expected space, equipment, and technology needs of Beyond the Walls.

Downtown Library Workgroup

Composition

The Downtown Library Workgroup will be led by Senior Manager Melody Kellogg, and will include Chief Library Officer Kay Bauman and five Metro staff members who have an interest in the future of the Downtown Library, and whom are knowledgeable about Downtown’s current staffing model, service model, and programs and services.

Justification

To finalize the alignment project, a variety of workgroups will be needed. Each workgroup will be tasked with gathering and assessing information and presenting ideas and/or options for accomplishing specific aspects of the alignment project as assigned. This committee will consider staffing, organizational structure, infrastructure support, and services (or product lines or experiences, etc.) for the Downtown Library. They will submit their ideas to the Project Alignment Committee for consideration.

Timeline

The Downtown Library Workgroup will begin its work no later than no later than Thursday, March 2, and complete its charge by Thursday, March 23. (three weeks.)

Responsibilities/Charge

  • Define the unique services, product lines, or experiences currently offered DN. For example, Genealogy and the Oklahoma Room.
  • Describe how these unique services at the Downtown Library will help the system advance its ten initiatives in Library Unbound.
  • Assess the staff needed to support the services offered by the Downtown Library – FTE and specific jobs, considering whether there are there enough staff to operate DN and WR or if there are more staff than needed.
  • Review the draft organizational chart and determine how well it supports the expected needs and outcomes of DN.
  • List the expected space, equipment, and technology needs of DN.

Call Center/Virtual Library Workgroup

Composition

The Call Center/Virtual Library Workgroup will be led by Senior Manager Melody Kellogg, and will include Chief Library Officer Kay Bauman and five Metro staff members who have an interest in the development of the call center/virtual library project.

Justification

To finalize the alignment project, a variety of workgroups will be needed. Each workgroup will be tasked with gathering and assessing information and presenting ideas and/or options for accomplishing specific aspects of the alignment project as assigned. This committee will consider staffing, organizational structure, infrastructure support, and services (or product lines or experiences, etc.) for the Call Center/Virtual Library. They will submit their ideas to the Project Alignment Committee for consideration.

  • Define the services, product lines, or experiences recommended to be offered by the Call Center/Virtual Library.
  • Describe how these services could help the system advance its ten initiatives in Library Unbound.
  • Assess the staff needed to support these services – FTE and specific jobs – including skills, knowledge, and abilities of successful candidates to fill these positions.
  • Review the draft organizational chart and determine how well it supports the expected needs and outcomes of the Call Center/Virtual Library.
  • Describe the expected space, equipment, and technology needs of the Call Center/Virtual Library.

Community Libraries Workgroup

Composition

The Community Libraries (CL) Workgroup will be led by CL Manager Chris Stofel and five Metro staff members who have an interest in and knowledge of the Community Libraries.

Justification

To finalize the alignment project, a variety of workgroups will be needed. Each workgroup will be tasked with gathering and assessing information and presenting ideas and/or options for accomplishing specific aspects of the alignment project as assigned. This workgroup will consider staffing, organizational structure, infrastructure support, and services (or product lines or experiences, etc.) for Community Libraries. They will submit their ideas to the Project Alignment Committee for consideration.

Timeline

CL Workgroup will begin its work no later than Monday, no later than Thursday, March 2, and complete its charge by Thursday, March 16. (two weeks.)

Responsibilities/Charge

  • Assess the staff needed to support the four community libraries – FTE and specific positions needed to accomplish the work of four fully-staffed community libraries.
  • Develop ideas for a leadership structure for CL.
  • Review the draft organizational chart and determine how well it supports the expected needs and outcomes being recommended for Community Libraries.

Access and Engagement Implementation Workgroup

Composition

The Access and Engagement Implementation Workgroup will be led by Ashley Welke, and will include five Metro staff members who have an interest in how the new Access and Engagement Staffing and Service Model will be implemented in the libraries.

Justification

To finalize the alignment project, a variety of workgroups will be needed. Each workgroup will be tasked with gathering and assessing information and presenting ideas and/or options for accomplishing specific aspects of the alignment project as assigned. A major component of the alignment is moving from a circulation/reference paradigm to an access/engagement paradigm. In order to ensure our public services staff members know and understand their new roles, this workgroup will consider staffing models and develop ideas for how to best meet the needs of our customers moving forward. They will submit their ideas and opinions to the Project Alignment Committee for consideration.

Timeline

The Access and Engagement Implementation Workgroup will begin its work no later than Thursday, March 2, and complete its charge by Thursday, March 16. (two weeks.)

Responsibilities/Charge

  • Collect and analyze the ideas presented for utilizing access and engagement staff on the staff/supervisor alignment forum.
  • Develop new ideas for how access/engagement staff can best be utilized to increase market penetration and member retention, and help the system advance its ten initiatives in Library Unbound.
  • Discuss the desk schedule (or non-desk schedule) for staff. What will it look like? How will we serve people? Will staff be responsible for staffing all service desks in a building? These are just some examples of questions you might considering answering.
  • Define how we are going to provide excellent customer service using this Engagement/Access model.
  • Provide ideas for how staff will spend their time.

Job Descriptions Workgroup

Composition

The Job Descriptions Workgroup will be led by Chief Organizational Development Officer Michele Gorman, and five Metro staff members who have knowledge of current job descriptions and a keen interest in helping craft the new job descriptions as a part of the alignment project.

Justification

To finalize the alignment project prior to the Classification and Compensation Study, a variety of workgroups will be needed. Each workgroup will be tasked with gathering and assessing information and presenting ideas and/or options for accomplishing specific aspects of the alignment project as assigned. This committee will make recommendations regarding the draft job descriptions that have been created as part of the alignment. They will submit their final, edited (red-line) draft of the job descriptions, along with any additional recommendations regarding job descriptions, to the Project Alignment Committee for consideration.  

Timeline

The job description workgroup will begin its work no later than Friday, March 24, and complete its charge by Tuesday, 2/28.

Responsibilities/Charge

  • Review draft of new job descriptions.
  • Compare new job descriptions to current responsibilities of all public services staff.
  • Ensure each description is complete, and the duties are increased in the staff leveling.
  • Suggest edits, revisions, additions, deletions, etc.
  • Voice any questions or concerns about the draft job descriptions.

Not a typo!

Hi Bridget. Not a typo! The workgroup is giving feedback on the job descriptions now, and will have all feedback to me no later than 11:59 pm on Tuesday, 2/28. I will then incorporate their feedback into a final draft on Wednesday, 3/1, which I will share with the Alignment Project Committee at our meeting on Thursday, 3/2. My hope is to share the final job descriptions with staff no later than Friday, 3/3, end of day.

Hi Jenny. For this first round of work groups, we are working very quickly. We not only have a short window of time to complete the work, but to select the staff who serve on each committee. We have hundreds of staff applying for a couple dozen slots, so limiting the word count is one way to ensure we can select the staff for each group in a timely manner. As we move forward, we will be filling more work groups (for the alignment, and for other projects) in a similar manner, and we'll likely have a higher word count then.

I noticed under Responsibilities/Charge for the Job Description workgroup is comparing new job descriptions to current responsibilities of all public services staff. Will the comparing of new job descriptions to current responsibilities include support staff as well?

Hi JoNita. We will be releasing some job descriptions for non-public services support staff, but they are mainly in the new Learning Experiences Division. The majority of jobs in non-public services will change very little, if at all, so there will likely be very limited need for new job descriptions.

Questions about workgroup makeup

Is there a reason that each workgroup has between 3-4 employees who are supervisors (Directors, Senior Managers, Assistant Managers and Lead Librarians?
I noticed that the Library Aide (future Access Specialist I) and Public Computer Specialist (future Engagement Specialist I) are not represented and wanted to know if a concerted effort was made to include all positions so that you would get a wide variety of viewpoints.

Hi Kim. We had a total of 49 applicants for the 5 work groups, and only 1 aide and 1 PCS applied. All applicants were considered, and decisions made with care to have diverse representation for each work group.

We will have more work group opportunities in the future, and we hope more aides, PCSs, and circulation clerks apply.

I was talking with Kim about this and I felt like 1 P.C.S. out of 17 is pretty good considering that all are part-time employees and the application for the Work Groups was only open for a relatively short time.

The advantage of no bad choice

Great question, Kim. We talked a lot about how each person would represent and add to the various teams. We even talked about expanding one or more of the workgroups by a couple of people, since a case could easily be made for any and all of the nominees. But in the end, we decided we had to make hard choices, recognizing that we'd never please everyone with every decision. I think we have some great groups, and I hope that all our staff will lend their support to their colleagues who have accepted the charges of the respective workgroups. I would also encourage you and others to continue asking thought-provoking questions and offering thoughtful opinions ... it's how we will all make the best decisions for the System throughout the process.
