Will people be tied to locations or move around regions?

We prefer to move as few people as necessary, but staffing needs may dictate some shifting.  For example if there are 5 adult services specialist and no youth specialists at a library, we will need to shift someone to ensure coverage and adequate staffing.  Please see sample staffing models for a better idea of the required staff we will need in both Access and Engagement.
