15 Minute "Quick Terminal"

Describe Project and Impact: 
I'd like to serve customers who have brief computer needs with a 15 minute limited computer terminal.
Project Description and Expected Outcomes: 
I'd like to add a computer terminal to The Village Library that has a time limit of 15 minutes, per reservation. This would satisfy the needs of customers who would like to "print something really quickly" or send just one or two emails. Currently, we aren't supposed to print anything from a flash drive for a customer, because our computers are behind our firewalls. The online printing is nice, but it can also be tiresome to someone wanting to print concert tickets and go. The same person is certainly frustrated by a 45 minute wait, as is someone without a smartphone. We could use one of our catalogs that we already have for this.
Why should we select this project?: 
It would be a good test run to try this at one location and evaluate any challenges or benefits. If this were successful, we could see it implemented at multiple locations.
Constraints, Limitations, or Dependencies: 
We would need a computer set up to do this, which would require the equipment (potentially a current catalog computer) and the software. I do not understand the constraints of our current software.

Suggestion
If VI would be adding a computer as a walk-up instead of repurposing one, then I'd suggest that VI needs 2 walk-ups. I can't think of anywhere which we post statistics of wait times other than the system's wait time average, but I remember when I used the VI lib. as my home lib. that the P.C. were heavily used. Sometimes this doesn't help much, but I let members send me the files to print via e-mail because our e-mail goes thru downloading which is protected.

We have similar workarounds, but I'd love to offer customers the freedom to help themselves, especially if they're printing sensitive information. I was considering starting with our stand up catalog, were the idea approved. It's set apart from the other computer and doesn't have a chair, so I think confusion would be kept to a minimum and people could get in and out more quickly. I'd actually be happy to pilot this project and make monthly reports about how it's going.

There would be some cost
There would be some cost involved. The catalog computers are old "hand-me-downs" of former staff and public computers, so you probably would not want to use one of those as a primary public computer. The cost, then, would be that of a new PC.
