Discussion:
In review of our last meeting minutes, the committee discussed the need to clarify the requirements for clearing any storage from the boiler room. Patrick reported that system wide there is a total of (7) boilers in facilities. Midwest City has two boiler units Capitol Hill, Belle Isle, Southern Oaks, Edmond and Ralph Ellison each has one. All of these facilities have been recently (passed) inspection of the boiler room. The Chubb Insurance report states that boiler rooms must be cleared of any stored materials. However, Patrick explained that each location may have a different need, i.e.: location of the air handler unit that could cause fumes from stored chemicals to circulate throughout the building. In all cases, there must be a clear path of at least 36” around any boiler or electrical equipment. Additionally, storage should not reach any higher than 18” away from the ceiling in order for fire sprinkler equipment to operate properly.
The open committee position was discussed. It was suggested that we expand the at large position to three instead of two to allow participation from additional areas of the system. We would like to include representation of a large and small library plus someone from the Service Center. Possible candidates were discussed and will be presented to the Executive Director for approval.
The committee reviewed and discussed needed updates to the Safety Manual. During 2010, the requirement for safety training following an accident was revised. Upon review the current policy, it appears that the training requirement is stated as part of the policy and not a procedure. Therefore, a change in the policy will require approval of the Library Commission. During the annual update, a draft of the revised policy will be presented to the P&P committee for approval and presentation to the Commission.
Other updates and revisions were reviewed and will be incorporated into the Safety Manual. Updates will be sent to all library locations and departments upon completion of the annual chemical inventory.
Safety training statistics were reviewed. At year end 2010, there are five employees who did not complete 4th quarter safety training. Remember that policy indicates that employees who do not complete his/her safety training for any quarter receive no higher than a rating of 1 on that standard of his/her appraisal and will automatically be put on probation.
Review of the Worker’s Comp report revealed nine reportable injuries for 2010.
Inspection of the Choctaw facility revealed storage in the community room too close to the ceiling. The boiler room and other storage areas were clear. We found no site specific procedures (evacuation, tornado,bomb threat, code adam) included in the safety manual. All chemicals were properly labeled and stored. All required documentation and bulletin board postings were in place.
