VG 330.2 Open Record Procedures

Procedures for Requesting Open Records

  1. Individuals requesting open records will send an email to [email protected] to initiate the request.
  2. The requestor will be asked to complete the Open Records Request Form or provide the same information in written form.
  3. The form or information will be directed to the appropriate Records Custodian as defined in VG 330.1.

VG 400 Record Retention

Purpose

The Metropolitan Library System (“Library System”) takes seriously its obligations to preserve information resulting from organizational operations. The purpose of this Record Retention policy is to ensure that necessary records and documents are adequately protected, maintained and discarded at the appropriate time.

VG 330.1 Records Custodians

Library employees holding the following job titles are designated records custodians:

  • Chief Executive Officer
  • Chief Financial Officer
  • Chief Operations Officer
  • Chief Guest Officer
  • Chief Community Officer
  • Chief Technology Officer
  • Chief People Officer
  • Security Manager

VG 330 Open Records Act

Policy

The Open Records policy ensures that the Metropolitan Library System establishes reasonable access to Library System records subject to release under the Oklahoma Open Records Act (51 O.S. 24A.1. et seq, eff. June 1, 2001), protects the integrity and organization of Library records, and helps prevent disruption of the Library's essential functions.

VG 111 Commission Memberships in Professional Associations

Policy

To accomplish its library service and educational goals and objectives, the Library staff, administration and the Metropolitan Library Commission members must remain alert to changing trends and patterns of contemporary library service.

Procedure

As one means of assisting in this effort, the Library affords members of the Library Commission memberships in the following library associations representing the state and national levels:

VG 110.2 Conflict Of Interest Statement

A conflict of interest is determined to exist when the interest of concerns of any member of the Commission or any member of his/her family; or any party, group, or organization in which the individual is actively involved, may be seen as competing with the interest of or violating the ethical integrity of the Metropolitan Library System (MLS).

VG 110.1 Oaths of Office

Constitutional Oath:

I, __________________________, do solemnly swear (or affirm) that I will support, obey, and defend the Constitution of the United States, and the Constitution of the State of Oklahoma, and that I will not knowingly, receive, directly or indirectly, any money or other valuable thing, for the performance or non-performance of any act or duty pertaining to my office, other than the compensation allowed by law; I further swear (or affirm) that I will faithfully discharge my duties as a Metropolitan Library Commissioner to the best of my abilities.

  1. Name:
    The name of this Commission shall be the Metropolitan Library Commission of Oklahoma County, herein called the "Commission." The name of the system shall be the "Metropolitan Library System."
  2. Membership:
    1. Commission membership shall conform to provisions of the Oklahoma Metropolitan Library Act. (65 O.S. 2001, Section 554, rev. 2007)
