Rationale: As our community’s intellectual competitive advantage, we will focus our efforts to become the platform for community success, by understanding its needs, analyzing its opportunities, and working with our partners to create a shared better future. As the community’s hub for critical thinking, creative problem-solving, and lifelong enrichment, the Library will achieve the 20-year goal.

The rationale statement seems a bit long. Perhaps revise the rationale statement to simply state, "To establish the library as the community’s hub for critical thinking, creative problem-solving, and lifelong enrichment, we will focus our efforts on understanding its needs, analyzing its opportunities, and working with our partners to create a shared better future."
I love that this goal encompasses critical thinking. In our society, we are so overwhelmed with information, and every person needs to know how to evaluate that information. I see helping to teach critical thinking skills as a way to distinguish ourselves from other information providers.
The only place that is the one-stop for endless personal enrichment, knowledge, and entertainment.
"...understanding its needs..."
I think this is the most important part of this statement. I hope it stays in the rational.
However, I think analyzing needs is more accurate to what our goals are than simply understanding them.
For the next part of that...Seeing, mining, realizing ....I feel like there's a better word for what we are doing with opportunities than analyzing them.
