What was the reasoning with the regions? It seems like the regions are kinda lopsided in the East Region

The grouping of libraries into the new eastern and western regions was based primarily on geographic proximity as well as the overall staffing numbers. The new Downtown or central region was carved out to adjust the role of the Ronald J. Norick Downtown Library from that of a branch to one with more specialized services.
