Library Managers Minutes - May 11, 2017
Purpose: To discuss and make recommendations and decisions on issues having system wide impact on library operations.
Ground Rules agreed upon:

- Raise issues in the meeting

- Notetaker comes prepared and uploads minutes within 3 working days of meeting with action items and future planning items clearly noted
Outcomes: To be knowledgeable about changes in cataloging paperbacks. To provide input into procedures being established for revised policies and to understand the next steps in finalizing these procedures. To share information relevant to library managers.

The meeting began with managers sharing the questions that they have received from staff to this point.
Timeline for implementing A&E schedules was shared by Michele
- At the end of May, staff move and take on new titles.
- There is no 'switch' where we are suddenly implementing the A&E schedule.
- This will be a process of change through 12/31/17.
- Today, we begin practicing making schedules.
- Plan for one or more test weeks over the summer.
- The new schedule/A&E plan will not be implemented at any library until all staff have attended the METRO Way training. This is mandatory in-person training.
- The new schedule will be implemented in August to ensure consistency in between locations. The goal is that if there was a need to substitute a librarian/manager between locations the schedule would be similar at both locations.
Exercise on illustrating the METRO Way.
Discussion on the triage model.
- There is no right or wrong way to do this.
- An expert is in relation to Access and Engagement; what MLS pays you and trains you to be. This includes supervisors.
Exercise on defining zones in each library.
Clarification on Access Managers vs Engagement Managers
- ASM III supervises ASM II's and ASM I's.
- ASM II's and ASM I's do not supervise supervisors.
- ASM IV will have a cabinet consisting of ASM III's. There will also be an Access Forum returning.
- EM II's supervise Youth/Adult Supervisors. The Youth/Adult Supervisors will be on the Youth/Adult advisory cabinets under Learning Experiences managers.
Discussion on scheduling for business needs.
- Business needs going forward include the needs of reaching members of the community outside our walls.
Position Openings
- ASM I's – require BA/BS but no MLIS; will be posted internally as single position and 8 opportunities
- BI Manager – will be posted externally (both internal and external may apply)
- CL AS II's – will be posted externally (both internal and external may apply)
- Other postings will be made based on priority and business need
- OD is not hoarding vacancies. If your location needs another position after the new staffing model has been implemented, please request it at that time.
- Vacancies during the Alignment belong to the Alignment process, not an individual location.
Clarification
- Access staff cannot implement programming.

Action Items:
- Managers will communicate the timeline for implementing the A&E plan is a process, not a switch.
- All staff must be trained in METRO Way before full schedule implementation. August is the earliest the full schedule will be implemented.
