SF 300 Investment Policy

The Deputy Executive Director/Finance of the Metropolitan Library System, as authorized by the Executive Director, and acting on behalf of the Metropolitan Library Commission, will invest available library funds in the following:

SF 200 Purchasing

  1. The Metropolitan Library Act (62 O.S. 1971, Section 551 et seq.) empowers the Metropolitan Library Commission to administer the expenditure of funds derived from the library tax levy and from fines, fees, sales of personal property and other miscellaneous income.  The purpose of these policies is to ensure that purchases are made in a transparent and competitive manner that is in the best interest of the Library and the taxpayers.

SF 800 Inventory Control

Policy Statement

In order to safeguard the Library System's assets, the Business Office will monitor and administer an inventory of all furniture and equipment that exceeds $1000 in value.

SF 900.1 Procedures for Reporting Financial Concerns

  1. Report directly to the Finance and Audit Committee of the Metropolitan Library Commission (the Committee) complaints and concerns if they are regarding:
    1. Questionable accounting, internal controls, and auditing matters, including without limitation:
      • Deficiencies in, or noncompliance with, MLS’s internal accounting controls or accounting policies;
      • The circumvention or attempted circumvention of internal accounting controls;

SF 900 Reporting Financial Concerns

Policy

To ensure that the Metropolitan Library System (MLS) is a responsible steward of public funds, the library provides a workplace conducive to open discussions of financial business practices and complies with all applicable laws that protect employees against unlawful discrimination or retaliation as a result of their disclosure or reporting of questionable or illegal acts by MLS or its employees.

SF 710 Naming of Library Buildings & Spaces Policy

Policy

The Naming of Library Buildings & Spaces Policy establishes the responsibility for naming library spaces. All library buildings in the Metropolitan Library System are public spaces and property of the cities within Oklahoma County and Oklahoma City, served by the Metropolitan Library System.

SF 700.2 Gift Procedures

  1. Libraries may accept donations of new or used books/materials from donors with the intent to be sold. These donations will be sold by the Friends of the Metropolitan Library System (Friends) for benefit of the Metropolitan Library System (Library).

    Policy Statement

    The Gifts, Sponsorships and Grants policy ensures that the Metropolitan Library System (Library) encourages, accepts and uses gifts, sponsorships and grants that are consistent with the library system’s mission, values and policies.

    Donations can be made to the Library Endowment Trust (Trust) or the Friends of the Metropolitan Library System (Friends) which exist to handle monetary gifts, gifts of materials and enduring gifts which support the library’s vital role in the community.

    SF 600.2 Mileage Reimbursement Guidelines

    Employees may be reimbursed for miles driven for library business, if certain requirements are met. However, mileage to and from your assigned workplace and your home will not be reimbursed. This policy limits reimbursable miles to the miles driven in excess of the number of miles involved in the individual’s daily commute (round trip) for work. The reimbursement rate is the current standard federal rate for business expenses.

    SF 600.1 Travel and Related Expenditure Procedures and Guidelines

    Procedures

    1.   PLAN - All staff requesting to conduct library business or to attend professional meetings, even if they are not requesting travel reimbursement, must receive approval from their supervisors. ).  All requests for travel reimbursements must be included in the budget prior to the submission of the travel request.
