Compensation & Classification Study

In January, 2017, the library embarked on an alignment plan to address two needs:

  • Better staffing model to allow the library to achieve the goals of the strategic plan
  • Prepare for succession planning by having career ladder tracks for staff that would put the library in a better place when senior staff retire or leave for a position elsewhere.

In addition, the library system hired The Singer Group to perform a Compensation & Classification study as well as assist with the development of a new Performance Development system.  The Singer Group has been working on these two projects for the past year and their analysis of our positions/compensation as well as their findings was presented to the Library Commission’s Administrative & Personnel (A&P) Committee today and will be presented to the full commission at their February meeting on February 15th.  The Singer Group will be attending the February Commission meeting and will also be holding three staff sessions to share information with the staff and answer questions staff have about the study and the finding

The Library Administration would like to share with staff the materials that were presented to the A&P committee by The Singer Group.  The Singer Group is a human resources and organizational development consulting firm that has completed studies for many libraries (and other types of organizations) across the nation and performed the same type of study for Metro the last time one was completed. 

Three documents are being attached to the Intranet post.  These documents include:

  1. The latest memo from The Singer Group about the progress of these projects.
  2. The Powerpoint prepared by The Singer Group that was presented to the A&P Committee today.It includes one additional slide that shows the 69 positions that were benchmarked as part of their study.
  3. Documents prepared by library staff and presented to A&P Committee:
    • Summary of results from The Singer Study
    • Draft copy of new Classification & Compensation Procedures
      • SH 110.1 Classification Plan – Grades with job title placement
      • SH 110.2 Compensation Schedule – Grades with Minimum, Midpoint, & Maximum salaries for each grade
    • Differences between the actual & proposed pay for positions that were affected by the recommended changes.The only positions that will have a change in pay are those staff whose current pay is below the minimum for their position. No staff member will have a reduction in pay as a result of this study.

Staff may post questions regarding these documents.  Many questions may need to be shared with The Singer Group to provide answers since they performed the analysis and provided recommendations.  You may also want to wait and attend one of their sessions and ask your question(s) in person.

If you feel that your position has been classified incorrectly, there will be an appeals process for you to present your case to be reviewed.  Once it has been reviewed, you will receive a response with the results of your appeal.

Library Administration recommended that the A&P Committee accept The Singer Group findings and recommendations.  They are considered to be experts in their field and we did not make any changes to their recommendations.

Note: If/when errors are found the draft documents will be corrected.
