Attached are the proposed changes to SF 100 and SF 200 that will be under review by the Finance Committee on September 7 and the Commission on September 15. The policy owner for both is Lloyd Lovely.

Dumb question, probably

Section D paragraph 3, is that normal? Some of the exemptions seem fine, but I thought architectural and engineering services were generally open to competitive bidding pretty much everywhere.
I've been on AVL for a week and it's too early for reading legalese, so maybe it's just me?

That's not a dumb question at all! I asked our business office for their input, and they said:
"Actually, architectural and engineering services are two services that are almost always exempt from competitive bidding as professional services. Architectural and engineering services are defined as professional services in Title 18 of the OK Statutes and professional services are exempt from agencies under the State of Oklahoma under the Central Purchasing Act. While none of this applies to us I just use it to point out that these services are statutorily exempt for state agencies."

Thanks for looking into that. It does make sense to hang on to an architect we like, so all the buildings will match. :)
